Background of the study:
The rapid expansion of digital technologies has transformed crime, giving rise to cybercrime—a domain characterized by its complexity, anonymity, and transnational nature. In Owerri North, the proliferation of internet usage has led to an increase in cybercrime incidents, ranging from identity theft to sophisticated financial scams (Okoro, 2023). Cybercrime presents unique challenges for law enforcement due to the borderless nature of digital networks, rapid technological evolution, and the often limited technical expertise within local agencies (Nwachukwu, 2024). Recent studies have underscored the difficulty in gathering admissible digital evidence, prosecuting offenders, and keeping pace with evolving cyber threats (Eze, 2025). This study examines the challenges associated with prosecuting cybercrime in Owerri North, exploring issues related to legal frameworks, technical capacity, and inter-agency cooperation. By drawing on recent case studies, expert interviews, and legal analyses, the research aims to provide a comprehensive evaluation of the current prosecutorial landscape. The objective is to identify systemic deficiencies and propose measures that enhance the capacity of legal institutions to address cybercrime effectively, ensuring that justice is served in the digital age.
Statement of the problem:
Prosecuting cybercrime in Owerri North has been fraught with challenges stemming from the rapid evolution of technology and the inherent complexities of digital evidence (Chukwu, 2023). Law enforcement agencies face difficulties in tracking cyber offenders due to jurisdictional issues and limited technical expertise. Additionally, the existing legal framework is often outdated, making it challenging to secure convictions (Ike, 2024). These obstacles result in a low rate of successful prosecutions and allow cybercriminals to operate with relative impunity. This study aims to investigate the root causes of these prosecutorial challenges, with the goal of recommending strategies to modernize legal processes and enhance technical capacities (Okechukwu, 2025).
